Daniel Webster to Josiah Randall & Others, November 14, 1850

Boston, November 14, 1850.

GENTLEMEN,—I have the honor to acknowledge the receipt of your letter of the 11th of this month, inviting me, in behalf of the friends of the Constitution and the Union, without distinction of party, resident in the city and county of Philadelphia, to attend a public meeting in that city on the 21st instant. I most sincerely wish that it was in my power to attend that meeting. That great central city is not only full of the friends of the Constitution, but full, also, of recollections connected with its adoption, and other great events in our history. In Philadelphia the first revolutionary Congress assembled. In Philadelphia the Declaration of Independence was made. In Philadelphia the Constitution was formed, and received the signatures of Washington and his associates; and now, when there is a spirit abroad evidently laboring to effect the separation of the Union, and the subversion of the Constitution, Philadelphia, of all places, seems the fittest for the assembling together of the friends of that Constitution, and that Union, to pledge themselves to one another and to the country to the last extremity.

My public duties, gentlemen, require my immediate presence in Washington; and for that reason, and that alone, I must deny myself the pleasure of accepting your invitation.

I have the honor, gentlemen, to be, with great regard, your fellow-citizen and humble servant,

Reverend Hiram Wilson to William Still, August 12, 1857

BUFFALO, Aug. 12th, 1857.

MY DEAR FRIEND—WM. STILL:—I take the liberty to inform you, that I had the pleasure of seeing a man of sable brand at my house in St. C. yesterday, by name of James Connor, lately from New Orleans, more recently from the city of Brotherly love, where he took French leave of his French master. He desired me to inform you of his safe arrival in the glorious land of Freedom, and to send his kind regards to you and to Mr. Williamson; also to another person, (the name I have forgotten). Poor Malinda Smith, with her two little girls and young babe is with us doing well.

W. H., July 27, 1857

Philadelphia, Monday, July 27, 1857.

Yesterday afternoon a rumor was afloat that a negro man named Jim, who had accompanied his master (Mr. Charles Parlange), from New Orleans to this city, had left his master for the purpose of tasting the sweets of freedom. It was alleged by Mr. Parlange that the said “Jim” had taken with him two tin boxes, one of which contained money. Mr. Parlange went, on his way to New York, via the Camden and Amboy Railroad, and upon his arrival at the Walnut street wharf, with two ladies, “Jim ” was missing. Mr. Parlange immediately made application to a Mr. Wallace, who is a Police officer stationed at the Walnut street depot. Mr. Wallace got into a carriage with Mr. Parlange and the two ladies, and, as Mr. Wallace stated, drove back to the Girard House, where “ Jim ” had not been heard of since he had left for the Walnut street wharf.

A story was then set afloat to the effect, that a negro of certain, but very particular description (such as a Louisiana nigger-driver only can give), had stolen two boxes as stated above. A notice signed “Clarke,” was received at the Police Telegraph Office by the operator (David Wunderly) containing a full description of Jim, also offering a reward of $100 for his capture. This notice was telegraphed to all the wards in every section. This morning Mr. Wunderly found fault with the reporters using the information, and, in presence of some four or five persons, said the notice signed “Clarke,” was a private paper, and no reporter had a right to look at it; at the same time asserting, that if he knew where the nigger was he would give him up, as $100 did not come along every day. The policeman, Wallace, expressed the utmost fear lest the name of Mr. Parlange should transpire, and stated, that he was an intimate friend of his. It does not seem that the matter was communicated to the wards by any official authority whatever, and who the “Clarke” is, whose name was signed to the notice, has not yet transpired. Some of the papers noticed it briefly this morning, which has set several of the officers on their tips. There is little doubt, that “ Jim ” has merely exercised his own judgment about remaining with his master any longer, and took this opportunity to betake himself to freedom. It is assumed, that he was to precede his master to Walnut street wharf with the baggage; but, singular enough to say, no complaint has been made about the baggage being missed, simply the two tin boxes, and particularly the one containing money. This is, doubtless, a ruse to engage the services of the Philadelphia police in the interesting game of nigger hunting. Mr. Parlange, if he is sojourning in your city, will doubtless be glad to learn that the matter of his man “ Jim” and the two tin boxes has received ample publicity.

Diary of Corporal David L. Day: November 2, 1861

BREAKFAST IN PHILADELPHIA.

Arrived in Philadelphia at 1 a. m.; were met at the depot by a committee of the citizens, and escorted to the old cooper-shop saloon, where we took breakfast. Our reception here was in striking contrast with that in New York, yesterday. Instead of dark, gloomy, dirty barracks, with dirty, insolent attendants, we were taken to a large, clean, well-lighted hall, where we were met by a corps of neat, well-dressed and courteous attendants, both ladies and gentlemen, who seemed to vie with each other in their attentions to our wants. The tables were neatly spread, and contained even more than reasonably hungry men. could desire. We had boiled corned beef, tongue, ham, brown and white bread, butter, pies, cake, fruit, tea, coffee, milk, etc. Not satisfied with our eating all we wanted, they emptied our haversacks, and filled them with ham, tongue, bread, cake and apples, remarking at the same time, that soldiers couldn't carry salt mule and hardtack through Philadelphia.

Breakfast over, we then had music by our band, and some short remarks by gentlemen present, after which three cheers were proposed for the Philadelphians, which were given with a will. The regiment now re-formed for a march across the city, to take the cars for Baltimore. As our band struck up the music, waking the echoes of the early morning, the windows on either side flew up, and out peered hundreds of heads, in their scantily arranged toilets, and with wild hurrahs and waving handkerchiefs, cheered us on our way. At 4 a. m., we were aboard the cars and moving towards Baltimore.

I was informed that all troops passing through Philadelphia were received and fed in this same generous manner. It makes no difference when troops arrive, whether day or night, they are ready for them. They seem to find out, either by telegraph or some other way, just when a regiment will arrive. I must needs say that these Philadelphians area generous, whole souled people. They are worth fighting for, in fact they are the very ace of hearts; may prosperity attend them.

HAMILTON, Sept. 15th, 1856.

To MR. STILL, Dear Sir:— I take this opportunity of addressing these few lines to you hoping to find you in good health I am happy to inform you that Miss Weaver arrived here on Tuesday last, and I can assure you it was indeed a happy day. As for your part that you done I will not attempt to tell you how thankful I am, but I hope that you can imagine what my feelings are to you. I cannot find words sufficient to express my gratitude to you, I think the wedding will take place on Tuesday next, I have seen some of the bread from your house, and she says it is the best bread she has had since she has been in America. Sometimes she has impudence enough to tell me she would rather be where you are in Philadelphia than to be here with me. I hope this will be no admiration to you for no honest hearted person ever saw you that would not desire to be where you are, No flattery, but candidly speaking, you are worthy all the praise of any person who has ever been with you, I am now like a deserted Christian, but yet I have asked so much, and all has been done yet I must ask again, My love to Mrs. Still. Dear Mr. Still I now ask you please to exercise all your influence to get this young man Willis Johnson from Richmond for me It is the young man that Miss Weaver told you about, he is in Richmond I think he is at the corner of Fushien Street, & Grace in a house of one Mr. Rutherford, there is several Rutherford in the neighborhood, there is a church call’d the third Baptist Church, on the R. H. side going up Grace street, directly opposite the Baptist church at the corner, is Mrs. Meads Old School at one corner, and Mr. Rutherfords is at the other corner. He can be found out by seeing Fountain Tombs who belongs to Mr. Rutherford and if you should not see him, there is James Turner who lives at the Governors, Please to see Captain Bayliss and tell him to take these directions and go to John Hill, in Petersburgh, and he may find him. Tell Captain Bayliss that if he ever did me a friendly thing in his life which he did do one friendly act, if he will take this on himself, and if money should be lacking I will forward any money that he may require, I hope you will sympathize with the poor young fellow, and tell the captain to do all in his power to get him and the costs shall be paid. He lies now between death or victory, for I know the man he belongs to would just as soon kill him as not, if he catches him, I here enclose to you a letter for Mr. Wm. C. Mayo, and please to send it as directed. In this letter I have asked him to send a box to you for me, which you will please pay the fare of the express upon it, when you get it please to let me know, and I will send you the money to pay the expenses of the carriage clear through. Please to let Mr. Mayo know how to direct a box to you, and the best way to send it from Richmond to Philadelphia. You will greatly oblige me by so doing. In this letter I have enclosed a. trifle for postage which you will please to keep on account of my letters I hope you wont think hard of me but I simply send it because I know you have done enough, and are now doing more, without imposing in the matter I have done it a great many more of our people who you have done so much fore. No more from your humble and oldest servant.

Jacob Bigelow [alias William Penn], November 10, 1855

WASHINGTON, D. C., November 10th, 1855.

DEAR SIR: — Doctor T. presented my card last night about half past eight which I instantly recognized. I, however, soon became suspicious, and afterwards confounded, to find the doctor using your name and the well known names of Mr. McK. and Mr. W. and yet, neither he nor I, could conjecture the object of his visit.

The doctor is agreeable and sensible, and doubtless a true-hearted man. He seemed to see the whole matter as I did, and was embarrassed. He had nothing to propose, no information to give of the “P. Boy,” or of any substitute, and seemed to want no particular information from me concerning my anxieties and perils, though I stated them to him, but found him as powerless as myself to give me relief. I had an agreeable interview with the doctor till after ten, when he left, intending to take the cars at six, as I suppose he did do, this morning.

This morning after eight, I got your letter of the 9th, but it gives me but little enlightenment or satisfaction. You simply say that the doctor is a true man, which I cannot doubt, that you thought it best we should have an interview, and that you supposed I would meet the expenses. You informed me also that the “P. Boy” left for Richmond, on Friday, the 2d, to be gone the length of time named in your last, I must infer that to be ten days though in your last you assured me that the “P. Boy ” would certainly start for this place (not Richmond) in two or three days, though the difficulty about freight might cause delay, and the whole enterprise might not be accomplished under ten days, &c., &c. That time having elapsed and I having agreed to an extra fifty dollars to ensure promptness. I have scarcely left my office since, except for my hasty meals, awaiting his arrival. You now inform me he has gone to Richmond, to be gone ten days, which will expire tomorrow, but you do not say he will return here or to Phila., or where, at the expiration of that time, and Dr. T. could tell me nothing whatever about him. Had he been able to tell me that this best plan, which I have so long rested upon, would fail, or was abandoned, I could then understand it, but he says no such thing, and you say, as you have twice before said, “ten days more.”

Now, my dear sir, after this recapitulation, can you not see that I have reason for great embarrassment? I have given assurances, both here and in New York, founded on your assurances to me, and caused my friends in the latter place great anxiety, so much that I have had no way to explain my own letters but by sending your last two to Mr. Tappan.

I cannot doubt, I do not, but that you wish to help me, and the cause too, for which both of us have made many and large sacrifices with no hope of reward in this world. If in this case I have been very urgent since September Dr. T. can give you some of my reasons, they have not been selfish.

The whole matter is in a nutshell. Can I, in your opinion, depend on the “P. Boy,” and when?

If he promises to come here next trip, will he come, or go to Richmond? This I think is the best way. Can I depend on it?

Dr. T. Promised to write me some explanation and give some advice, and at first I thought to await his letter, but on second thought concluded to tell you how I feel, as I have done.

Will you answer my questions with some explicitness, and without delay?

I forgot to inquire of Dr. T. who is the head of your Vigilance Committee, whom I may address concerning other and further operations?

P. S. I ought to say, that I have no doubt but there were good reasons for the P. Boy's going to Richmond instead of W.; but what can they be?

Diary of John Beauchamp Jones: July 2, 1863

The President is unwell again; to what extent I have not learned. But the Vice-President is ready, no doubt, to take his place in the event of a fatal result; and some would rejoice at it. Such is the mutability of political affairs!

The Attorney-General Watts, being referred to, sends in a written opinion that foreigners sojourning here, under the protection of the Confederate States, are liable to military duty, in defense of their homes, against any government but the one to which they claim to owe allegiance. This I sent in to the Secretary of War, and I hope he will act on it; but the Assistant Secretary and Mr. Benjamin were busy to-day — perhaps combating the Attorney-General's opinion. Will Mr. Seddon have the nerve to act? It is a trying time, and every man is needed for defense.

The enemy were drawn up in line of battle this morning below the fortifications. The Department Guard (my son Custis among them) were ordered out, and marched away; and so with the second class militia. A battle is looked for to-morrow; and there has been skirmishing to-day. A dispatch from Hanover Court House says the enemy is approaching likewise from the north in large force — and 15 guns. This is his great blunder. He cannot take Richmond, nor draw back Lee, and the detachment of so many of his men may endanger Baltimore and Washington, and perhaps Philadelphia.

E. L. Stevens, July 8, 1857

WASHINGTON, D. C., July 8, 1857.

MY DEAR SIR:— I write you now to let you know that the children of E. are yet well, and that Mrs. Arrah Weems will start with one of them for Philadelphia to-morrow or next day. She will be with you probably in the day train. She goes for the purpose of making an effort to redeem her last child, now in Slavery. The whole amount necessary is raised, except about $300. She will take her credentials with her, and you can place the most implicit reliance on her statements. The story in regard to the Weems’ family was published in Frederick Douglass’ paper two years ago. Since then the two middle boys have been redeemed and there is only one left in Slavery, and he is in Alabama. The master has agreed to take for him just what he gave, $1100. Mr. Lewis Tappan has his letter and the money, except the amount specified. There were about $5000 raised in England to redeem this family, and they are now all free except this one. And there never was a more excellent and worthy family than the Weems’ family. I do hope, that Mrs. W. will find friends who can advance the amount required.

DEAR SIR:— Some of our citizens, I am told, lately left here for Philadelphia, three of whom were arrested and brought back.

I beg you will inform me whether two others — (I, whose wife is in Philadelphia, was one of them), ever reached your city. To-morrow morning

Mrs. Weems, with her baby, will start for Philadelphia and see you probably over night.

Salmon P. Chase to Charles Sumner, September 19, 1849

Philadelphia, Sep. 19, 1849.

My Dear Sumner, I thank you heartily for your prompt compliance with my request for information of the doings of your Convention. I have read its proceedings with great interest, and the Address with particular attention. The proceedings are worthy of the Free Democracy of old Massachusetts — earnest, poetical, principled — and tending, I hope, to great results. Would to God that you could carry the State this Fall. What a triumph it would be and what an impetus it would give to our cause in every quarter? Can it not be done? Can you not, all of you, buckle on your armor, and rousing the people by an eloquence suited to the crisis, achieve a victory for Freedom, which will prove that the world is not wholly given over to reaction, — that will compensate, in some measure, for our defeats in Vermont and Hungary?  One great difficulty we labor under is that our opponents can so palpably demonstrate our numerical weakness by pointing to the fact that we have, as yet, carried no State. This is a great discouragement to some who want to live somewhat by sight as well as by faith.

Of the Address I need only say that I think it altogether worthy of you. Not as I regard it as being so polished and perfect a composition as some which have emanated from your pen; but as replete with just sentiment, correct views and sound principles. It is, as you say, a Liberty Address, and urges the same topics which I have several times, in such papers, discussed. I cannot express how earnestly I desire that you may gather under the banner you unfurl a majority of the voters. For my own part, I mean to abide on the platform, which the Address presents, whether with few or many.

The union of the Hunkers and Barnburners of New York struck me unpleasantly as it did you. It seemed to me that our friends had gone too far, in their anxiety to secure united support of a single ticket. It seemed to me that if they had taken your Massachusetts ground, and contented themselves with proving their Democracy, not by pedigree but by works, and had appealed to the People to support them, independently of old party ties, they would have done better. When the Hunkers refused to adopt the platform, I would say, that the time for union had passed. Although, however, these views seem to me most reasonable, I do not at all distrust the sincere devotion to our principles and cause of our friends who thought and acted differently. They supposed that the entire body of the democracy, with insignificant exceptions, could be brought by the Union upon our platform, and made to take ground with us against the support of national candidates not openly and avowedly committed to our principles. If this expectation of theirs should be proved to have been warranted, by events, their movement will be sanctioned by its results. I hope it may be. Meanwhile it behooves all friends of Freedom to heed well what they are doing, and to take care that they do not become so entangled in party meshes, that they cannot withdraw themselves, in a powerful and united body, whenever (if ever) the Party shall prove false to Freedom.

For me, I think I may say, that you may depend on me. I have no senatorial or legislative experience and some qualities which will be sadly in my way; but I will be faithful to the Free Soil Cause, and, according to the measure of my discretion and ability, will labor to advance it. I shall not forget your admonition to remember what is expected of me; and though, I cannot hope, if there be such expectation as your words imply, to satisfy it, I do hope to be able (to) shew that I am not undeserving of the confidence of Freedom's Friends.

Poussin1 came to Phila. (en route for Washington) by the same train of cars which brought me. I had some conversation with him. He appeared a good deal excited by the doings and sayings at Washington. He said that he did not know what were the grounds of offence taken by our Government — that if he had expressed himself incautiously or offensively he was quite willing to modify or retract, as propriety might require; and he seemed especially sensitive on the score that being himself an American, and ardently devoted to American Institutions, he should be thought capable of wilfully doing or saying anything injurious to the American People.

I see by this morning's papers (most of the above was written yesterday) that the Republic gives a full account of the matter. The expressions of Poussin were certainly indiscreet, but hardly justify, under all the circumstances, his abrupt dismissal. I suppose, however, it cannot be recalled. What influence will they have upon the reception of Rives? And how far has this course been adopted in view of the probable reception of Rives?

I expect to leave Phila. for Washington tomorrow — Saturday morning — and to remain there until Wednesday evening. Write me if you have time. Tell me what John Van Buren and Butler say to you. Glad that Palfrey withdraws withdrawal.

1 Guillaume Tell Lavallée Poussin was the minister of the second French Republic, 1848-49, to the United States. He was dismissed Sept. 15, 1849, for discourtesy, the French Government having declined to recall him. See the art. in the N. Y. Courier & Enquirer for Sept. 19, reprinted in the N. Y. Tribune Sept. 20, 1849. The incident created considerable excitement and caused a fall in stocks owing to the apprehensions in regard to its consequences.

Thomas Garrett to William Still, December 19, 1855

WILMINGTON, 12th mo., 19th, 1855.

DEAR FRIEND, WILLIAM STILL:— The bearer of this is one of the twenty-one that I thought had all gone North; he left home on Christmas day, one year since, wandered about the forests of North Carolina for about ten months, and then came here with those forwarded to New Bedford, where he is anxious to go. I have furnished him with a pretty good pair of boots, and gave him money to pay his passage to Philadelphia. He has been at work in the country near here for some three weeks, till taken sick; he is, by no means well, but thinks he had better try to get further North, which I hope his friends in Philadelphia will aid him to do. I handed this morning Captain Lambson's* wife twenty dollars to help fee a lawyer to defend him. She leaves this morning, with her child, for Norfolk, to be at the trial before the Commissioner on the 24th instant. Passmore Williamson agreed to raise fifty dollars for him. As none came to hand, and a good chance to send it by his wife, I thought best to advance that much.

Thomas Garrett to William Still, October 31, 1857

WILMINGTON, 10th Mo. 3lst, 1857.

ESTEEMED FRIEND WILLIAM STILL:— I write to inform thee that we have either 17 or 27, I am not certain which, of that large Gang of God's poor, and I hope they are safe. The man who has them in charge informed me there were 27 safe and one boy lost during last night, about 14 years of age, without shoes; we have felt some anxiety about him, for fear he may be taken up and betray the rest. I have since been informed there are but 17 so that I cannot at present tell which is correct. I have several looking out for the lad; they will be kept from Phila. for the present. My principal object in writing thee at this time is to inform thee of what one of our constables told me this morning; he told me that a colored man in Phila. who professed to be a great friend of the colored people was a traitor; that he had been written to by an Abolitionist in Baltimore, to keep a look out for those slaves that left Cambridge this night week, told him they would be likely to pass through Wilmington on 6th day or 7th day night, and the colored man in Phila. had written to the master of part of them telling him the above, and the master arrived here yesterday in consequence of the information, and told one of our constables the above; the man told the name of the Baltimore writer, which he had forgotten, but declined telling the name of the colored man in Phila. I hope you will be able to find out who he is, and should I be able to learn the name of the Baltimore friend, I will put him on his Guard, respecting his Phila. correspondents. As ever thy friend, and the friend of Humanity, without regard to color or clime.

William Brinkly to a Member of the Vigilance Committee of Philadelphia, March 23, 1857

CAMDEN, DEL., March 23d, 1857.

DEAR SIR:— I tak my pen in hand to write to you, to inform you what we have had to go throw for the last two weaks. Thir wir six men and two woman was betraid on the tenth of this month, thea had them in prison but thea got out was conveyed by a black man, he told them he wood bring them to my hows, as he wos told, he had ben ther Befor, he has com with Harrett, a woman that stops at my hous when she pases tow and throw yau. You don't no me I supos, the Rev. Thomas H. Kennard dos, or Peter Lowis. He Road Camden Circuit, this man led them in dover prisin and left them with a whit man; but the tour out the winders and jump out, so cum back to camden. We put them throug, we hav to carry them 19 mils and cum back the sam night wich maks 38 mils. It is tou much for our littel horses. We must do the bes we can, ther is much Bisness dun on this Road. We hav to go throw dover and smerny, the two wors places this sid of mary land lin. If you have herd or sean them ples let me no. I will Com to Phila be for long and then I will call and so you. There is much to do her. Ples to wright,

John A. Andrew to Gideon Welles, July 16, 1863

Sir: I have the honor to acknowledge the receipt of your communication of the 11th instant, in reply to mine of the 1st. I should have answered you at once, but have been prevented from doing so until to-day by absorbing engagements arising from the outbreak here on the 14th instant.

I regret that any expression of mine should be regarded by you as unjust, and as the statement in question is not at all material to the substance of the letter I desire that it may be considered as withdrawn, but with the explanation that it was made upon the authority of municipal officers and citizens of Gloucester, the shipping of which town more than any other was affected by the Tacony, and that it was based by them upon the assurances of their own shipmasters that, after the Tacony first made her appearance in the neighborhood of the Vineyard Sound, four days passed, during which she burned numerous vessels, before Federal cruisers made their appearance there in pursuit of her. I am glad now to be able, on the authority of the Department, to assure my informants that, during these four days, more than twenty vessels of war, of which no less than fourteen were steamers, were engaged in one direction or another in such pursuit. It was not at all my intention to deny that any of these vessels had been sent out after the Tacony, for as to that the sources of information were not open to me. What I was, however, on the authority of intelligent shipmasters of Gloucester, induced to believe and to say was that no such armed vessels were sent along this coast for its protection until after the Tacony had swept the Vineyard Sound. But any discussion on this point is immaterial to the purpose of my letter of the 1st instant. It would be profitless to continue it. I am glad to infer from your statement of the great number of vessels sent in pursuit of the Tacony that some of them must have been chasing her near the Vineyard Sound during the four days in question, in which she captured and burned the Gloucester fishermen, and that therefore the Gloucester people were probably mistaken in their statements to me, and I beg that my remark may be considered as withdrawn.

The purpose of my letter of the 1st instant was to do my duty to the State over which I preside, by urging upon the Navy Department hereafter to guard against such raids as that of the Tacony by stationing armed vessels along this coast, and particularly within easy reach of the Vineyard Sound. My fruitless request in that behalf last February, at the time when the Alabama was reported as in this neighborhood, is perhaps within your recollection. I was then refused. Later in the year the effort was renewed by me, and I was assured on May 2 that, expressly for the protection of this coast, a fast cruiser should be stationed here always prepared for service. If the knowledge that cruisers are now along the coast is likely to prevent a repetition of such outrages as that of the Tacony, surely the same means, if they had been seasonably adopted, would have deterred the Tacony from appearing here at all. But I have no knowledge that during the six weeks which passed between the date of May 2 and the date of the appearance of the Tacony in Vineyard Sound, any fast cruiser was placed here according to the Department's assurance on the former date.

Believe me, sir, that I am deeply sensible of the difficulties as well as of the duties of the Navy Department. It is certainly a difficult duty to guard the Northern coast in addition to blockading the Southern coast, but certainly also the Department has the ability successfully to accomplish it and to prevent the recurrence of a day when, for fear of rebel cruisers, insurance shall be at the rate of 4½ per cent for freight from Philadelphia to Boston.

I beg in conclusion to forward to you copies of communications I have received from the selectmen of Provincetown while I have been writing this letter, and I have the honor to remain,

The inhabitants of Provincetown are extremely anxious for a vessel to be sent to Provincetown for the protection of that harbor, as it is very much exposed to rebel invasion, they having already threatened to burn the town. It being at the extreme end of Cape Cod, the harbor is large and commodious, easy of access, sufficient depth of water for any vessel; consequently, it at times has 300 or 400 sail of vessels there at one time; and should a pirate or privateer enter he could destroy the shipping, village, the Race light, [Long] Point light, and Highland light, as we have no means of defense whatever. Our harbor is generally known, as there are many fishermen belonging to British provinces sailing from our town, and have previously sailed from there, who may now be on board of those piratical vessels already to pilot them in. They have an inducement to do so, as we have a steam packet plying between Provincetown and Boston; also a bank from which they might demand $200,000, more or less.

We therefore pray some vessel of sufficient capacity to repel any rebel invasion may be sent to our harbor as early as possible, to give us protection, until some other means are adopted for our protection, by fortification or otherwise. And not only ours, but for the numerous vessels seeking shelter in that harbor from other places. The harbor is considered to be the key of Massachusetts Bay, and one of the best in the United States.

We also pray for 150 or 200 muskets, with the necessary equipment, that we may be prepared to meet any equal foe that may attempt to land on the back of our town; also two artillery pieces on carriages and ammunition sufficient for the same.

Diary of John Beauchamp Jones: May 22, 1863

A letter from Gen. Howell Cobb, declining the offer of the Secretary of War, of the position of Quartermaster-General, was received to-day. His wife is ill, and he prefers to remain with her; besides, he doubts his qualifications — he, who was Secretary of the Treasury of the United States! He says, moreover, referring to the imperfect ordnance stores of his brigade, that there can be no remedy for this so long as Col. G. is the Chief of the Bureau of Ordnance. So Col. Myers is to be disposed of at last, and Col. G. has but an uncertain tenure.

We have sad rumors from Vicksburg. Pemberton, it is said, was flanked by Grant, and lost 30 guns, which he abandoned in his retreat. Where Johnston is, is not stated. But, it is said, Vicksburg is closely invested, and that the invaders are closing in on all sides. There is much gloom and despondency in the city among those who credit these unofficial reports. It would be a terrible blow, but not necessarily a fatal one, for the war could be prolonged indefinitely.

I met with Robt. Tyler to-day, who offers to wager something that Gen. Stuart will be in Philadelphia in a fortnight, and he said there was a proposition to stop the publication of newspapers, if the President would agree to it, as they gave information to the enemy, and at such a time as this did no good whatever. He thinks they are on the eve of revolution in the North, and referred to Gov. Seymour's letter, read at a public meeting in New York.

Diary of Gideon Welles: Friday, January 16, 1863

Little of interest in the Cabinet. Chase, who has been absent a week, was present; Stanton did not attend. No navy or army matters discussed. Chase says the New-Yorkers are generally coming into his financial views, that all in Philadelphia approve them; thinks they should be made a party test. No one responded to this, — an indication that they were not prepared to have him set up a standard of financial, political, or party orthodoxy for them.

A flurry in the Senate to-day over a letter from General Meigs, who had been coarsely assailed a day or two since by Wilkinson of Minnesota. The Senatorial dignity was ruffled by the manly rebuke of the soldier. There is an impotent and ridiculous attempt at self-sufficient and presuming airs, an exhibition of lame and insolent arrogance, on the part of many Senators towards men who are, to say the least, their equals in every good quality. Not long since J. P. Hale undertook to vent his personal spite in the Senate on Admiral Smith, who regards the public interest more than the wordy, personal, and selfish schemes of the New Hampshire Senator. The dignity of the Senator was bruised by the old sailor's blunt honesty, who demanded a committee with power and an investigation to whitewash the Senator or blackwash the Admiral.

Diary of Gideon Welles: Tuesday, January 13, 1863

Received this A.M. from Admiral Du Pont an intercepted mail captured off Charleston. Reed Saunders, who had the mail in charge, threw it overboard, as he supposed, but the master of the vessel, once a volunteer acting master in our service whom I had dismissed for drunkenness, practiced a deception, and Saunders threw over something else than the mail, which the master secreted, retained, and delivered, and thereby saved his bacon. The mail was not forwarded to its destination, as Seward directed it should be, but opened. Numerous and important dispatches from Mallory, Memminger, Benjamin,1 etc., etc., disclose important facts. Took some of the more interesting to Cabinet council.

Was waited upon by a large committee composed mostly of old friends and associates sent here by Connecticut to procure the location of a navy yard at New London. Mr. Speaker Carter was chairman and chief spokesman; wanted a navy yard at New London for defensive purposes, for the benefit to be derived from a large establishment located in the State; but little had been expended in Connecticut by the Federal Government; thought it a duty to look out for our own State; if the Union should be broken up, it would be well to have such an establishment as I had proposed in our own limits, etc. Assured the committee if Congress decided to establish a navy yard at New London I should not oppose but would heartily cooperate to make it what was wanted and what it should be. That the small yard at Philadelphia was totally insufficient, and if, in removing it, Congress should decide to go to New London instead of remaining on the Delaware, I should submit to the decision, but I could not, in honesty, sincerity, and as an American citizen acting for all, recommend it. That I had never supposed that the true interest of the country would be promoted by such a transfer; that, much as I loved my native State, I could not forget I was acting for the whole country and for no one locality. That League Island on the Delaware possessed some peculiar advantages that belonged to no other navy yard nor to New London; that it had been tendered, a free gift, by the city of Philadelphia as a substitute for the present contracted wharfage in the city; that I had conscientiously advised its acceptance, and I could not do otherwise than to still act in accordance with my convictions of what I deemed best for the whole country by continuing to recommend its acceptance, whatever might be determined in regard to a navy yard at New London, which was an altogether different matter.

Diary of Corporal Charles H. Lynch: June 28, 1865

Harper's Ferry. A fine morning. Early on board train, waiting for it to move. At 8 A. M. the train began to move slowly along the banks of the Shenandoah River, on over the iron bridge across the Potomac River, into Maryland. The cheering was loud, with shouts of “Good-bye old Virginia.” The cheering echoed and re-echoed between the mountains of Maryland and Virginia. I knew all the points of interest in this vicinity. We are in passenger cars, running along the banks of the Potomac River. At the Point of Rocks, about ten miles from Harper's Ferry, the road turns to the left, headed to the north. At this point we bid farewell to the old Potomac. No more picket duty along its banks in all kinds of weather, watching for the enemy, and looking at the turkey buzzards as they go sailing through the air. Many times have I waded the old Potomac, swam in its water, drank it, made coffee, fished in it. When clear its waters appeared blue, or yellow from the storms. Either blue or yellow we were obliged to use it and make the best of it.

The country looked fine with its summer dress on, as we passed through it. Arrived in Baltimore this afternoon. Marched from the Camden Street station, across the city to the Philadelphia Railroad station. Passed through Pratt Street, the point where the 6th Massachusetts Regiment was attacked in April 1861. Soon on board train where hilarity continued. No one allowed to go to sleep. All are in good spirits and very happy as we go speeding on towards Philadelphia, bound for home.

Diary of John Beauchamp Jones: September 9, 1862

Lord, what a scare they are having in the North! They are calling everybody to arms for the defense of Philadelphia, and they are removing specie, arms, etc., from Harrisburg and all the intervening towns. This is the chalice so long held by them to our lips.
