George S. Denison to Salmon P. Chase, January 26, 1863

New Orleans, January 26th, 1863.

Dear Sir: The situation is the same as when I last wrote. There is no movement of troops, so far as I am informed, and there appears to be no probability of an advance in any direction.

The New York papers will state that the “Harriet Lane” has escaped from Galveston and gone to sea. This is not true. She is still in the harbor according to official advices just received here.

It is rumored here that the “Ovieto” has been captured. Admiral Farragut does not believe it. When she escaped from Mobile the “Cuyler” went in pursuit and neither vessel has yet been heard from.

Three days ago a steamer supposed to be the Alabama appeared at the mouth of the river, and then steered off in a southwest direction. The Admiral sent a vessel from here (The Mississippi) to follow her. As the “Alabama” is the faster vessel and had a start of 100 miles, and the Mississippi started from here 24 hours after the Rebel vessel was seen — it is not probable that anything will be effected.

It should not be forgotten that here is the place to make the proclamation effective. I am afraid Gen. Banks will never do it. He decides and moves too slowly and is too much afraid of responsibilities. He does not seem to regard with favor the three fine regiments already raised, and declines putting them in the field. I told you that they had sent him a petition to be put in the front rank at Port Hudson, that they might remove from their race the stigma of cowardice, etc. In all the regiments Gen. Banks brought with him, three cannot be selected so efficient as these three colored regiments, and in my opinion, they would be worth any five of the raw regiments Gen. Banks brought with him. I see Gen. Banks almost every day, but am perfectly ignorant of his plans and intentions. I do not wish to retract or qualify any statement in my late letters to you — nor in a letter to Mr. Flanders which I asked him to show you.

If my letters are uninteresting or too frequent, please inform me.

Diary of Gideon Welles: Thursday, May 28, 1863

I this morning got hold of the pamphlet of Sir Vernon Harcourt, “Historicus,” and am delighted to find a coincidence of views between him and myself on the subject of mails captured on vessels running the blockade, or carrying contraband. He warns his countrymen that the danger is not that Americans will concede too little but that Great Britain may accept too much. This is a mortifying, humiliating fact, the more so from its truth. Mr. Seward is not aware of what he is doing, and the injustice and dishonor he is inflicting on his country by his concession. It is lamentable that the President is misled in these matters, for Mr. Seward is tampering and trifling with national rights. I have no doubt he acted inconsiderately and ignorantly of any wrong in the first instance when he took upon himself to make these extraordinary and disgraceful concessions, but, having become involved in error, he has studied, not to enlighten himself and serve the country, but to impose upon and mislead the President in order to extricate himself.

Dahlgren to-day broached the subject of operations against Charleston. He speaks of it earnestly and energetically. Were it not so that his assignment to that command would cause dissatisfaction, I would, as the President strongly favors him, let him show his ability as an officer in his legitimate professional duty. He would enter upon the work intelligently and with a determination to be successful. Whether he has the skill, power, and ability of a first-rate naval commander is yet to be tested. He has the zeal, pride, and ambition, but there are other qualities in which he may be deficient.

Brown of the wrecked Indianola and Fontané of the burnt Mississippi, each called on me to-day. They were both captured last February, have been exchanged, and arrived to-day from Richmond. Their accounts correspond with each other and with what we have previously heard in regard to the deplorable state of things in the Rebel region. Poor beef three times a week and corn bread daily were dealt to them. The white male population was all away. The railroads are in a wretched condition, the running-stock worse than the roads.

Diary of John Beauchamp Jones: March 17, 1863

On Saturday, the enemy's lower Mississippi fleet attacked our batteries at Port Hudson. The result reported is that only one of their gun-boats got past, and that in a damaged condition. The frigate Mississippi, one of the best war steamers of the United States, was burned, and the rest retired down the river, badly repulsed. We sustained no loss.

To-day, the Secretary of War sent in a paper indorsing Judge Meredith's opinion in regard to foreigners who have accepted service in our country, viz., that they are liable to conscription. This is in the teeth of the decision of the Assistant Secretary, Judge Campbell, Col. Lay's father-in-law, and upon which the bureau has been acting, although Gen. Rains, the Superintendent, permitted it with reluctance, upon the assurance of Col. L. that such was the will of the department. This business may produce an explosion.

I walked with Gen. Rains this afternoon in Capitol Square. He is annoyed at the action of Col. Lay in following the instructions of the Assistant Secretary of War in regard to foreigners. The decision had not the sanction of the Secretary of War, Mr. Seddon. He thinks several thousand men may have been permitted to escape military service by it He intended to lay Judge Campbell's decision before the President, but it disappeared very mysteriously from his desk. And to-day it reappeard just as mysteriously. And, simultaneously, and quite as mysteriously, a paper appeared, signed by Mr. Seddon, Secretary of War, suggesting that the bureau act in conformity with Judge Meredith's opinion, directly in the teeth of Mr. Assistant Secretary Campbell's decision! And-it was dated March 13th, full four days before. What delayed it, and who brought it, no one seemed to know. Col. Lay suggested that it be sent back, with an indorsenent that the bureau had been already acting under the decision of Judge Campbell (just the reverse of the opinion), Assistant Secretary of War, “by order of the Secretary of War.” To this Gen. R. demurred, and said the bureau would conform its action to Mr. Seddon's suggestions; and he charged a clerk to preserve that paper. Col. L. grumbled awfully at Mr. Seddon's off-hand decision, without mature reflection.

Gen. Stewart (of Maryland) was at the office a short time before, and advocated Mr. Seddon's views; for he knew how many Marylanders would be embraced in the decision, as well as other foreigners.

Lieut.-Col. A. C. Jones, Assistant Adjutant-General, had, in the name of the bureau, notified Gen. Winder, this morning, that Marylanders, etc. were not liable to bear arms for the South after being in the service two years!

The general says he will have all the commandants of conscripts written to immediately; and that he will have an interview with the Secretary of War in relation to the matter.

Every man we can put in the field is demanded; and many fear we shall not have a sufficient number to oppose the overwhelming tide soon to be surging over the land. At such a crisis, and in consideration of all the circumstances attending this matter, involving the loss of so many men, one is naturally startled at Judge Campbell's conduct.

Diary of Sergeant George G. Smith: Sunday, March 15, 1863

Terriffic cannonading begun at mid-night and continued until four o'clock in the morning, reveille was sounded at five o'clock, when all the troops fell into line and remained until daylight. A bright light was seen in the direction of Port Hudson. It seemed to be a terrific conflagration. But presently the scene changed, suddenly the light flashed up as bright as day. I could see to pick up a pin on the ground. I looked again toward Port Hudson. The heavens were in a light blaze and streams of fire could be seen leaping among the clouds. What seemed to be pieces of timber were flying through the air amid the flames. But this was only for a moment and all was dark. Then came a long deep heavy roar like the heaviest thunder, and the earth shook. I tried to look into the faces of my comrades but all was silence and darkness, no one moved or spoke. The scene had stupified them. They were smitten with awe. Soon after daylight pieces or fragments of a wreck came floating down the river, and the figure head of the sloop of war Mississippi appeared. At the same time a boat load of her crew came down and told the sad tale.

Story of The Boat's Crew.

At about midnight Admiral Farragut with the Hartford, Mississippi and two other gunboats had undertaken to run the batteries at Port Hudson. The Hartford and Albatross succeeded but the remainder were forced to retire. The Mississippi in endeavoring to haul around to bring her broadside to bear on the works ran aground directly under the batteries. For half an hour did that noble crew under one of the most terrific fires of shot and shell endeavor to haul her off, but seeing her in flames and her deck slippery with blood set a match to her magazine and removing the wounded abandoned her to her fate. A portion of her crew escaped in the boats. Many jumped overboard and were drowned and a few were taken prisoners, The vessel after burning away a portion of her upper works raised up from the sand and swung around into the stream: but in doing so her heated guns went off directly at the enemies batteries, as if this noble ship meant, like a brave warrior to die fighting. Seeing this and knowing the immense amount of amunition stored in her magazine, the mortar fleet below hoisted anchor and turned their prows down stream. Meanwhile the Mississippi floated seven or eight miles down the river, when the fire reached her magazine and with her flag flying very soon nothing remained of that noble ship save a few shriveled and blackened timbers floating on the water. Thus passed away one of the finest naval war vessel ever built in this or any other country. Her history was closely connected with that of the nation, and was at once our pride and glory. Her keel had ploughed every sea and ocean and was admired in every land. She perished in the defense of her country, and was buried in the noble river whose proud name she bore.

Diary of Colonel William F. Bartlett: March 15, 1863

At two in the morning, I was ordered to get the regiment under arms and into line. It was now Sunday morning, 15th. We expected we were going straight to the front. The cannonading was still going on, but was on the river, down nearer to us. Colonel Chapin came to me and told me that we had been repulsed with great loss. He ordered me to take the advance, to clear the road back, with two regiments of infantry and a section of artillery. They were afraid that our passage back would be disputed at the bridge across the Bayou Montesino, by the enemy's coming down on the Clinton Road, to cut us off.

I was told to make for that bridge as fast as possible, and hold it.

Just after we started, I saw an aide of General Emory's, who told me that we hadn't “got a gunboat left, and the army was all cut to pieces.” I knew this was impossible, for we should have been ordered to the front if there had been any fighting of the land force.

At this time a tremendous report came from the river, a quarter of a mile on our right, and several shells seemed to burst directly over our heads. It was the Mississippi when she blew up, a magnificent sight. Everything seemed to give indication of a panic. Teamsters were frightened, and were rushing and crowding with their teams, blocking up the road.

I sent ahead and ordered the wagon train to be stopped, as there were gaps of a mile in some places, which I had to close up. At last I got the troops and artillery to the front. The Forty-eighth had been ordered to start ahead, and they were in such a hurry that I, not overtaking them, sent Ben ahead to stop them till we came up. When we got to the Bayou we found it all clear, the two bridges still there. The plank bridge needed some repair, and I left the Major with two companies to put it in order and make it safe for the teams. I sent one company across on to the Clinton Road to guard against any attack of cavalry on our flank. After the wagon train was well up, I kept on, intending to feel the way into Baton Rouge. After we had marched a mile or two, an order came from Banks to halt until further orders. I waited two hours, and then had orders to go on to Baton Rouge and go into camp. Meantime I heard from an aide-de-camp that, as I supposed, the report of a repulse was false. That two of our gunboats had succeeded in passing the fort. The Mississippi had got aground, been set on fire, floated down, and blown up. We had got within a few rods of our old camp, the men were tired, having been marching since three A. M., when an order came to me to turn round and march back to the Bayou again.

This was rather discouraging, but there was no help for it. I let the men rest an hour, the artillery feed their horses, etc. We got back to the Bayou about hall past four. We met Banks and his staff going into Baton Rouge as we were coming out. Charley Sargent stopped and told me that they had done what they intended to; get the gunboats by. Banks had sent despatches by Farragut to Grant at Vicksburg. The plan had been to draw the enemy out to fight us at Port Hudson, but he had refused offer. I know however that Banks was frightened in the morning, for I saw the order from him himself, ordering the trains to the rear, and back to Baton Rouge as soon as possible. I felt safe from the first, for Banks has made so many good retreats that he must understand it pretty well. We went into camp on the south side of the Bayou, in a large cornfield. I didn't get off my horse till after five; in the saddle nearly fourteen hours the second day. It began to rain now, and the field was soon two or three inches deep with water and mud. I had just got off my horse when I received an order, saying that the Forty-ninth and Fiftieth Massachusetts regiments would be in readiness to march to-night or to-morrow morning on an important expedition, under command of Colonel Bartlett. I was to report immediately to Banks at Baton Rouge, for instructions. I knew that it was absolutely impossible for the men to march in the condition they were, all used up; no chance for sleep in the night on account of the rain, etc.

I also thought it was rather “rubbing it in,” to make me ride all the way back to Baton Rouge in the rain, for instructions, after I had been on the go since three that morning, and it was by this time dark, and thence back here again, and by the time I got here, start off on this new tramp.

So I sent Ben over to Augur's Headquarters, from whence the order came, to explain that my regiment had just got in, had been marching all day, having been to Baton Bouge and back. He said certainly they need not go, that he “did not know they had been marching.” He “had designated Colonel Bartlett to go in command of the expedition as a compliment,” etc. This of course was all very pleasant, and if it had been at any other time I should have liked nothing better. But the regiment was too much exhausted, and I was tired, to say the least. I got some rails to keep us out of the water, which was two or three inches deep in the tent, and slept on these, like a log, till reveille.

I could hardly realize it when some one mentioned that it was Sunday. So different from the quiet day a week before.

Diary of Sarah Morgan: Sunday Morning, March 15, 1863 - Later

Dr. Kennedy has just passed through, and was within the fortifications last night; brings news which is perhaps reliable, as it was obtained from Gardiner. It was, as we presumed, the batteries and gunboats. One we sunk; another, the Mississippi, we disabled so that the Yankees had to abandon and set fire to her, thirty-nine prisoners falling into our hands. It was her magazine that exploded this morning. Two other boats succeeded in passing, though badly crippled. Our batteries fired gallantly. Hurrah! for Colonel Steadman! I know his was by no means the least efficient!

Clinton, they say, will inevitably be sacked. Alas, for mother and Lilly! What can we do? The whole country is at the mercy of the Yankees as long as Gardiner keeps within the fortifications. Six miles below here they entered Mr. Newport's, pulled the pillow-cases from the beds, stuffed them with his clothes, and helped themselves generally. What can we expect here? To tell the truth, I should be disappointed if they did not even look in at us, on their marauding expedition.

From New Orleans

NEW YORK, May 7.

The steamer Columbia has arrived from Havana, the 3d.

The gun boat Daniel Smith arrived at Havana on the 30th, from Fort Jackson on the 26th.

The attack on the rebel forts commenced on the 18th.  On the 23d Com. Farragut in the Hartford, with 13 steamers, passed the forts, and Gen. Butler landed 4,000 men above.  The rebels lost eleven gun boats, and the Hollins’ turtle Manassas.  Our forces took 400 prisoners.  We lost 150 men, and our  gun-boat Verona was sunk. – On the 24th a flag of truce was sent to Com. Porter asking condition for surrender to which Porter replied “no conditions.”  Our flag now waves over the Custom House.

The capture of three rebel steamers is reported; they were sent to Key West.

Twenty mortar and three gun boats were engaged against the forts, silencing them after six days of hard fighting.

The chains across the river were removed by our gunboats.  The rebels sent five rafts down the river, but they did little damage.  They set fire to the Hartford, but it was speedily extinguished.

The Verona and the iron-clad rebel steamer Webster had a splendid engagement.  The Webster running into the Verona, and sinking her, but before going under the Verona’s crew poured in a volley of 8 guns, so destructive, that both the Webster and Verona went down together.

Arrangements for the surrender were to be made on the 27th.

The day after the Dispatch left the ram Manassas was sunk by the steamship Mississippi.

Our forces sent a small boat to the five rafts, which towed them out of the way before they could do any harm.

The rebel loss is unknown.

A Visit To New Orleans

From a lengthy correspondence in the New York Times of the 22d inst. we extract the following interesting paragraphs.


RIVER SCENERY

With our huge lump of a ship to drag, we were twenty-four hours getting to New Orleans.  I could not regret the fact, as it gave me a whole day in which to see the most interesting portion of the noble river, in the delighfullest time of the year.  The scenery along the winding banks is beautiful.  I believe to everybody, and especially so when, in my case, it is seen for the first time.  This year the river is unusually high, and the swollen waters seemed constantly about to overflow the artificial banks or levees like a brimming cup set up in a saucer and threatening to sweep a deluge of destruction over the fields of springing rice and sugar which are on both sides of the stream.


DEMONSTRATIONS ALONG THE RIVER

Judging from the demonstrations which were made as we approached the scattered plantation houses, or passed by a group of laborers hoeing in the fields, we were looked upon as welcome visitors.  The Negroes stopped their work, and watched our progress with more than curiosity.  Hats and aprons were jerked off and waved frantically, little children streaming like aunts out of the orange groves toddled comically to the river bank to see the big ship filled with men, and the steamer so different from those to which they were accustomed, old women, with the demonstrativeness of their race, knelt upon the ground and extended their hands as they prayed God’s blessing on us, old men, worn with age and infirmity, tottered from their cabins upon crutches to hail our advent.  But these constant expressions of gladness were not entirely confined to the negroes.  Occasionally a white man, dressed in loose garments, and wearing the conventional broad brimmed hat of a Southern planter, came down to wave his greetings and his wife and daughters, standing on the verandah or in the garden path, seemed none the less rejoiced.  All the way from the forts to the city there was an air of pastoral quietness – of the husbandman laboring, undisturbed by the discordant elements of war – that it was difficult to realize where we were, and the object of our coming.


A TICKLED IRISHMAN

Two Irishmen came alongside our vessel with milk and eggs.  Capt. Woodworth being slightly waggish, offered to pay them for what was purchased in Confederate scrip.  “Be gorra!” said Pat, “I thought yer was gintleman, and paid for what yez wanted.  Divil a bit of money have I seen for a year, and Confederate scrip has brought the wife and children to starvation almost.”  He was paid in the coin of Uncle Sam, when he broke out, “Hurrah for the ould flag!  They wanted to make me fight against it, but I never have fought and I never will fight for ‘em.”  And he turned the money in his hand, examining it curiously, as a child might a newly acquired toy.


“MUSIC HATH CHARMS,” &c.

I heard of one instance where respect for the old flag was shown.  While the Mississippi was opposite the city, she put her bows into the levee at Algiers, the tide having swung her ashore as she was turning in the river.  A large and boisterous crowd collected, and sought to provoke the officers and men by their remarks.  The Captain, to drown their noise, called the band and bade them to strike up Hail Columbia. – Involuntarily, as it were, the rabble ceased howling, and instinctively some of the old men in the throng raised their hats in acknowledgement of the strains which from their youth and inspirited them.


“BRING IN THE BELLS”

The stories which everybody has heard respecting cannon frowning from the roof of the Custom House are all untrue.  The authorities were so confident in the invincibility of Forts Jackson and St. Philip that they never thought it necessary to construct defenses on the southern side of the city.  The marines who were stationed at the Custom House to guard the flag, found in the building at least $50,000 worth of bells of all descriptions, from the ponderous cathedral bell to the smallest size of hand bells. – These had been contributed in response to the proclamation of Beauregard for gun metal, and were to have been worked up in the Algiers foundries.


THE GREAT FLOATING BATTERY

Among the things destroyed was a formidable floating battery – the Mississippi – upon which the rebels had founded high hopes of success in their cause.  She had been seven months in course of construction, employing five hundred men the whole time, and would have been finished in three weeks.  Her length was 270 feet, and her depth 60, and her armament was to have been 20 rifled guns.  The frame of the hull was made of Georgia pine, nine inches thick and over the wood were placed three plates of rolled iron, making the thickness of the armor four inches and a half.  She was 5,000 tons burthen, and her motive power consisted of three propellers, which were calculated to give her a speed of 11 knots an hour.  Two millions of dollars are said to have been expended in building her.  We have heard from some of the prisoners, taken in the gunboats, that she was intended to break up the blockade and then cruise in the Gulf and near Havana for prizes.


DESTRUCTION OF FORT JACKSON

I have seen an excellent drawing of Fort Jackson, prepared since its surrender by the officers of the Coast Survey, for Capt. Porter.  It shows the exact spot where every shell from the mortar first struck, and as nearly as possible the effect of the explosion.  I have been permitted, by Capt. Porter, to take from it some interesting data.  The drawing of the fort were completely destroyed, the cisterns were demolished, the casemates and passages were filled with water, the levee having been cut away.  The platforms for tents were destroyed by the fire of shells. – All the casemates are cracked form end to end and in some places the roofs are completely broken, and frequently masses of bricks have been dislodged.  Four guns were dismounted, and eleven carriages and traverses injured.  The outer works of the fort are cracked from top to bottom, in several places, admitting daylight freely.  It is computed that 3,339 shells were thrown into the ditches and overflowed parts of the fort, 1,080 shells exploded in the air over the fort, 1,113 mortar shells were counted on the slopping ground of the fort and levee, and 87 were round shot.  Altogether 7,500 shells were fired.  One shell passed through the roof of the water battery magazine, but did not explode.  On the parapet were 14 new graves.

Incidents of the Naval Fight on the Mississippi

The following incidents of the fight, from the correspondence of the Boston Journal, are very interesting:


CUTTING THE CHAIN ACROSS THE RIVER.

On Sunday night the gunboats Pinola and Itasca went up, under command of Flagg Captain Bell, to cut the chain.  The Pinola ran in the west bank, and after striking a sunken ship she succeeded in reaching one of the hulks, to which Mr. Kroehl, the experimenter, attached a heavy petard.  The wire connecting it to the battery on board the steamer was coiled up on de[ck] but the current ran so strong and the Pinola drifted so rapidly, that the wire was broken and the attempt failed.  In the meantime, the Itasca ran up to one of the hulks on the east side of the river, when Acting Masters Edward Jones and Amos Johnson, with eight men, boarded the schooner, and in half an hour succeeded in unshackling the chain from its moorings and dropping it down.

The following letter from Capt. Caldwell, of the gunboat Itasca, gives an account of the affair:

* * * The operator on board the Pinola did not succeed in blowing up the chain, as the connecting wire broke and the vessel could not be blown up as the current pressed the Pinola upon her with such force that it took half an hour to clear her.  The Itasca took the next schooner, and in half an hour stripped the chain, but unfortunately before she could get well clear, the current cast her over on to the east shore, grounding the schooner lashed to her and running the Itasca’s fore foot into the mud, where she remained nearly two hours exposed to the fire of both forts.  The Pinola parted two 5-inch hawsers in trying to pull her off, but at last started her with an 11-inch hawser.  After running this schooner on shore, the others swung most favorable, leaving a wide passage for the fleet.

On Wednesday night Capt. Caldwell, with Acting Master Jones, and eleven of the Itasca’s men, pulled up to the schooners after dark, to make a final reconnaissance of the schooners.  They pulled up and sounded round the schooners on the west bank, and then crossed over and did the same with the schooners on the east bank.  They found the channel more than sufficiently wide and entirely unobstructed.  The rebels had lighted a fire on the east bank exposing everything attempting to pass up, but the boat, with muffled oars, passed safely up, and made all their observations unobserved, although they could hear the orders given at the fort, and hear the men calling and talking very loudly about some business they were carrying on outside the fort.  The boat then returned and made the joyful signal, “all right” – the Itasca’s night number, two white and one red lanterns.  Soon after the flag ship hoisted another preconcerted signal, two red lanterns.  This was to get under weigh, prepare for battle and pass up the river.  Within two hours the fleet performed one of the most wonderful and brilliant feats that ever honored any navy, and made the glorious passage of the river.

The most conspicuous feature in the outward appearance of the fleet was the iron-linked mail of the sloops of war Richmond, Brooklyn, and Pensacola, each of which had their engines and boilers protected by chain cables, hung in bites on the outside and triced to eyebolts and rods running fore and aft.  The chains were dropped from the height of the gun-deck to below the water-line, and connected together by strong cordage.  This was equivalent to four inch plates, provided it withstood the effects of glancing or oblique shots.  The only danger apprehended from the chains on the steamers was from raking shots tearing them off, in which case it was feared they would become entangled with the propellers.  To guard against this, some of the ships unshackled the chain in short lengths, so that it might reach astern.  The machinery of the Iroquois was protected in the same way, the credit of originating which plan is due to Assistant Engineer Hoyt of the Richmond, upon which ship it was first adopted, the other vessels following her example.

Among the most efficient of the internal arrangements for the protection of the boilers, the destruction of which by a shot or shell was the most to be dreaded, although this was not the only dangerous part of the ships, was that adopted on board the sloop of war Mississippi, the machinery of which, being more above the water line, was consequently more exposed to the fire of the enemy.  The preparations of the ship for the action involved an immense amount of labor, which engaged her officers and crew for weeks before the attack.  Under the direction of Chief Engineer Lawton, Mr. Bartleman, the First Assistant, worked night and day with a strong force, and constructed a temporary roof in the coal bunkers just below the water line, about which the heavy chain cables of the ship were packed in layers, running fore and aft. – The ends of the shaft of the Mississippi were protected by four bales of bagging on the outside of each wheel.  The bows of several of the ships, including the Richmond and Harford, were protected by sand bags piled up beneath the forecastle, and intended to be removed aft to break the force of raking shot after the ships should have passed the forts.  I alluded in a former letter to the log packing of the boilers of the gunboat Owasco.  The bulkheads of other gunboats were strengthened in like manner, and also by sand bags, and the coal bunkers of all being kept full, supplied the wants of extra barriers to shot and shell.  From the moment the sloop of war Portsmouth arrived in the river, her officers and crew engaged in putting the ship into fighting trim.  She wore a mail constructed of her sheet chains, for the protection of her bow against a raking fire, and spread a complete spar netting of strong ropes to prevent her lofty spars – cut away by cannon balls – from falling on deck.


SKILLFUL PREPARATIONS.

The sloop of war Richmond, taken altogether, was by far the best fitted ship in the squadron.  Her hull, standing rigging, and in fact every part of the vessel which could afford the least mark for the rebel artillerists, received a coating of mud paint; she wore splinter nettings running fore and after over her decks.  In addition to the iron mail, which she wore externally, her machinery was protected by sand bags, packed against her bulkheads.

The gunboats Katahdin, Lieutenant Commanding Preble, and the Harriet Lane wore their boarding nettings, and other gunboats and ships were provided wiht the same barriers against the enemy.  Many of the ships carried kedge anchors on their yard arms, and grappling hooks on their jib booms, with which to fasten the gunboats and fire rafts of the enemy.


CAPT. BOGGS’ ACCOUNT OF THE VERONA’S [sic] ACTION.

The following is an extract from a letter of Captain Boggs, of the Verona, addressed to his family in New Jersey.  It was of course, not intended for the public eye.  Sailor-like, the gallant captain identifies himself with his ship, and with as much directness and force as he fights:


MISSISSIPI RIVER,
U. S. Steamer Harriet Lane, April 23, 1862

As Captain Porter is about to dispatch a vessel for Havanna with communications for our government, I have only a few moments to say that, thanks to good Providence, I am safe, and without even a scratch.

Yesterday our great battle was fought.  The squadron passed the forts under as severe a fire as any fleet probably ever endured.  The ships were much cut up, and there were many killed and wounded.

I can only give a hasty narrative of what occurred on board the Verona, as in that you will take a special interest.

“We started at 2 o’clock, A. M., and received the first fire at 3.30, just as the moon was rising.  My vessel was terribly bruised, but we returned the fire with interest.  On passing the forts I found myself the leading ship, and surrounded by a squadron or rebel steamers, who annoyed me much by their fire; so that I steered as close to them as possible, giving to each a broadside in succession as I passed; driving one on shore, and leaving four others in flames.

“During this time the firing of guns, whistling of shot and bursting of shells was terrible; the smoke dense.  As this cleared off, finding more steamers ahead, I stopped to look for the rest of the squadron.  The ship was leaking badly; but thus far none were hurt.  Astern, I saw the Oneida engaged with a rebel steamer.  The latter shortly after came up the river, when I engaged him, but found my shot of no avail, as he was iron-clad about the bow.  He tried to run me down; and I to avoid him and reach his vulnerable parts.  During these movements he raked [me], killing three and wounding seven, and attempted to board; but we repulsed him.  Driving against me he battered me severely, but in these efforts exposed his vulnerable side, and I succeeded in planting a couple of broadsides into him, that crippled his engine and set him on fire.  He then dropped off, and as he moved slowly up the river and passed me I gave him another and parting broadside.

“I now found my ship on fire from his shells, and it was great difficulty that it was put out.  Just then another iron-clad steamer bore down and struck heavily on my port quarter, and backed off for a second blow.  This second blow crushed in my side; but at the same instant I gave him a full complement of shot and shell that drove him on shore and in flames.

“Finding myself in a sinking condition I ran my bow into the bank and landed my wounded, still keeping up a fire on my first opponent, who at last hauled down his flag.  My last gun was fired as the decks went under water.

“No time to save anything, the officers and crew escaping with the clothes they had on their backs.  We were taken off by boats from the squadron, who had now come up, the crews cheering as the Veruna went down with her flag flying; victorious in defeat, and covered with glory.

“I think we have done well.  Eleven steamers destroyed by the squadron.*  The old ram Manassas sunk by the Mississippi.

“This has been a gallant fight, no less than 170 guns playing on us.  The forts are cut off from succor, and must soon surrender.  The way to New Orleans is open, and the city is probably ours at this moment; for the fleet immediately passed up the river.

“The commodore, as a post of honor, dispatched me in my only remaining boat, with a picked crew from Veruna’s men, to carry dispatches to Gen. Butler.

Having been in the boat for twenty six hours after such a day’s previous work, you may imagine I am somewhat exhausted.  What my next position may be I do not know – perhaps to go home for another ship, or possibly to become naval aid to – Major General Butler.”

The Capture Of New Orleans

April 25, 1862

DEAR SIR – In the excitement of the last few days you must not be surprised if I leave undone many things which I ought to do, and one of which was to write to you on the occasion of my taking this city.  But thank God it has been done, and in what I conceive a handsome style.  I had two Union men on board who had been forced into the Confederate service at Fort Jackson as laborers.

They informed me that there were two forts near the city, and as we approached the locality I tried to concentrate the vessels, but we soon saw that we must take a raking fire for two miles.  So we did not mince the matter, but dashed directly ahead.  They permitted us to approach within a mile and a quarter before they opened on us.  Capt. Bailey on the Cayuga, Lieut. Commanding Harrison, was in advance, and received most of the first fire, but although the shooting was good, they did not damage his little vessel

The Cayuga then fell back and the Hartford, took her place.  We had only two guns which I had placed on the top gallant forecastle, that could bear on them, until we got within half a mile.  We then steered off, and gave them such a fire “as they never dreamed of in their philosophy.”

The Pensacola ran up after a while, and took the starboard battery off our hands, and in a few minutes the Brooklyn ranged up and took a chance at my friends on the left bank but they were silenced in, I should say, twenty minutes or half an hour, but I cannot keep a note of time on such occasions.

I only know that half of the vessels did not get a chance at them.  The river was too narrow for more than two or three vessels to act with advantage, but all were so anxious, that my greatest fear was that we would fire into each other, and Capt. Wainwright and myself were hallooing ourselves hoarse at the men not to fire into our ships.

This last affair was what I call one of the elegancies of the profession – a dash and a victory.  But the passing of the Forts Jackson and St. Philip was one of the most awful sights I ever saw.  The smoke was so dense that it was only now and then you could see anything but the flash of the cannon and the fire ship or rafts, one of which was pushed down upon us (the Hartford) by the ram Manassas, and in my effort to avoid it, ran the ship on shore, and then the fire raft was pushed alongside, and in a moment the ship was one blaze all along the port side, half way up the main and mizzen tops, but thanks to the good organization of the fire department by Lieut. Thornton, the flames were extinguished and at the same time we backed off and got clear of the raft, but all this time were pouring the shells into the forts, and they into us, and every now and then a rebel steamer would get under our fire and receive our salutation of a broadside.

At length the fire slackened, the smoke cleared off, and we saw, to our surprise, we were above the forts, and here and there a Rebel gunboat on fire, as we came up with them, trying to escape.  They were fired into and riddled, so that they ran them on shore, and all who could, made their escape to the shore.

I am told, I do not know how truly, that Gen. Lovell had gone down that evening to make an attack with thirteen gunboats, a large ram of 18 guns, and the Manassas.  The Manassas and the Mississippi made a set at each other at full speed, and when they were within 30 or 40 yards the ram dodged the Mississippi and run on shore, when the latter poured her broadside into her knocking away her smoke stack, and then sent on board of her, but she was deserted and riddled, and after a while she drifted down the stream full of water.  She was the last of the seven we destroyed, but the large ram was till at Fort Jackson, but they say here she was sent down before she was ready, and that she will have to surrender with the forts, which I hope will be to-day or to-morrow.  I will give them my attention as soon as I can settle the affairs of the city.

I demanded the surrender of the city yesterday of the Mayor, through Capt. Bailey, as the second in command.  His reply was that the city was under martial law, and he would consult Gen. Lovell.  His lordship said he would surrender nothing, but at the same time he would retire and leave the mayor unembarrassed.

This morning the Mayor sent his secretary and Chief of Police to see me, and say that they would call the City Council together at 10 o’clock, and give me an answer.  That the General had retired, and that he had resumed the duties of his office as Mayor, and would endeavor to keep order in the city, and prevent the destruction of the property.

I sent him by his Secretary the letter No. 1 (copy inclosed).  I also sent him a letter demanding the surrender of the city, in conformity with the demand made by me yesterday through Captain Bailey, copy No. 2.  This morning, at 6 o’clock, I sent to Captain Morris, whose ship commanded the Mint, to take possession of it and hoist the American flag there on, which was done, and the people cheered it.

At 10 o’clock I sent on shore again, and ordered Lieutenant Kortz of the Navy, and Brown, of the Marines, with a marine guard, to hoist the flag on the Custom, but the excitement of the crowd was so great that the Mayor and Councilmen thought it would produce a conflict and great loss of life.  At 11 a signal was made to the fleet for divine service, under a general order, copy No. 3.

April 26, in the afternoon having been informed that there were two forts eight miles above the city at a place called Carrolton, I determined to take a look at them and demolish them.  We accordingly ran up, but to our surprise we found the gun carriages all on fire and upon examination found the guns all spiked.  It was a most formidable work for Foote to encounter on his way down – a long line of defenses extending back from the river to Lake Pontchartrain, both above and below the city, on which were 29 and 30 guns each.

Immediately on my getting above the forts I sent Captain Boggs, who is now deprived of a command by the sinking of his ship which he had so nobly defended, down to Captain Porter, through the bayou at Quarantine, directing him to demand the surrender of the forts.  His demand was at first refused, but the soldiers told their officer that we were in their rear, and that they would not be sacrificed.  So, this morning, 29th, the gallant Bailey brought us the intelligence, in the Cayuga, Captain Harrison, that the forts had surrendered, the ram blown up, and that the American flag floats over both forts.

I have sent down for Gen. Butler’s troops to come and occupy this city, and will soon be off for Mobile.  Depend upon it we will keep the stampede up.

I send Captain Bailey home as bearer of dispatches.  He has done his work nobly, and that while suffering under an infirmity which required attention and repose.

SIR – The morning after the ships passed the forts I sent a demand to Col. Higgins for a surrender of the forts, which was declined.  On the 27th I sent Lieut. Col. Higgins a communication, herewith inclosed [sic].  On the 28th I received a communication from him stating that he would surrender the forts, and I came up and took possession, drew up articles of capitulation and hoisted the American flag over the forts.

These men have defended these forts with a bravery worthy of a better cause.  I treated them with all the consideration that circumstances would admit.

The three steamers remaining were under the command of Commander J. K. Mitchell.  The officer of the fort acknowledged no connection with them, and wished in no way to be considered responsible for their acts.

While I had a flag of truce up they were employed in towing the iron floating battery of 16 guns, a most formidable affair, to place above the forts and while drawing up the articles of capitulation in the cabin of the Harriet Lane, it was reported to me that they had set fire to the battery and turned it adrift upon us.  I asked the General if it had powder on board or guns loaded.  He replied that he would not undertake to say what they Navy officers would do.

He seemed to have great contempt for them.  I told him, “we could stand the fire and blow up if he could,” and went on with the conference, after directing the officers to look out for their ships.  While drifting down on us, the guns, getting heated exploded, throwing the shot above the river.  A few minutes after, the floating battery exploded with a terrific noise, throwing the fragments all over the river, and wounding one of their own men in Fort. St. Philip, and immediately disappeared under water.  Had she blown up near the vessels she would have destroyed the whole of them.

When I had finished taking possession of the fort, I got under way in the Harriet Lane, and started for the steamers, one of which was still flying the Confederate flag.  I fired a shot over her, and they surrendered.  There was on board of them a number of naval officers and two companies of marine artillery.

I made them surrender unconditionally and for their infamous conduct in trying to blow us up while under a flag of truce, I conveyed them to close confinement as prisoners of war, and think they should be sent to the North and kept in close confinement there until the war is over, or they should be tried for their infamous conduct.  I have a great deal to do here, and will send you all the papers when I am able to arrange them.

I turned over the force to Gen. Phelps.  Fort Jackson is a perfect ruin.  I am told that over 1,800 shells fell and burst over the center of the fort.  The practice was beautiful.  The next fort we go at we will settle sooner, as this has been hard to get at.  The naval officer sunk one gunboat while the capitulation was going on, but I have one of the others, a steamer, at work, and hope soon to have the other.

I find that we are to be the “hewers of wood and drawers of water,” but as the soldiers have nothing here in the shape of motive power, we will do all we can.  I should have demanded unconditional surrender, but with such a force in your rear, it was desirable to get possession of these forts as soon as possible.  The officers turned over everything in good order except the walls and building[s], which are terribly shattered by the mortars.

I inclose herewith the capitulation of forts Jackson and St. Phillip, which surrendered to the mortar flotilla on the 28th day of April, 1862.  I also inclose in a box, forwarded on this occasion, all the flags taken in the two forts, with the original flag hoisted on Fort St. Phillip when the State of Louisiana seceded – Fort Jackson is a perfect wreck.

Everything in the shape of a building in and about it was burned up by the mortar shells, and over 1,800 shells fell in the work proper, to say nothing of those which burst over and around it.  I devoted but little attention to Ft. St. Phillip, knowing that when Jackson fell St. Phillip would follow.  The mortar flotilla is still fresh.  Truly the backbone of the rebellion is broken.

On the 26th of the month I sent six of the mortar schooners to the back of Fort Jackson to block up the bayous and prevent supplies from getting in.  Three of them drifted over to Fort Livingston, and when they anchored the fort hung out a white flag and surrendered. – the Kittatinny, which had been blockading there for some time, sent a boat in advance of the mortar vessels, and reaching the shore first, deprived them of the pleasure of hoisting our flag over what had surrendered to the mortar flotilla.  Still the fort is ours, and we are satisfied.  I am happy to state that officers and crew are all well and full of spirits.

Capture of New Orleans

FURTHER NEWS via HAVANA.

NEW YORK, May 7. – The steamer Columbia arrived from Havana, on the 3d. The gunboat Dan’l Smith arrived at Havana on the 30th, and Fort Jackson on the 26th.

The attack on the Rebel forts commenced on the 18th, and on the 23d, Com. Faragut [sic], in the Hartford, with 13 steamers passed the Forts, and Gen. Butler landed 4,000 men above.

The Rebels lost 11 gunboats and Hollin’s Turtle, Manassas.

Our forces took 400 prisoners. We lost 150 men and our gunboat Vienna, was sunk on the 24th.

A flag of truce was sent to Com. Porter, asking conditions for the surrender, to which porter replied, “no conditions.”

Our flag now waves over the Custom house.

An American war steamer reports capturing three rebel Steamers, and sending them to Key West, and chased another into the Bahia Honda.

Twenty mortar, and three gunboats were engaged against the Forts, silencing them after six days incessant firing.

The chains across the river were removed by our gunboats.

The rebels sent fire rafts down the river but they did little damage. One set fire to the Hartford, but was speedily extinguished.

The Vienna, and the rebel iron-clad steamer Webster, and a splendid engagement, the Webster running into the Vienna, and sinking her, but before going under, the Vienna’s crew poured in a volley of eight guns, so destructive and crushing, that both the Webster and Vienna went down together.

Arrangements for the surrender, were to be made on the 27th, the day after the dispatch left.

The ram Manassas was sunk by the steamship Mississippi.

Our forces sent a small boat to the fire rafts and towed them out of the way before they could do any harm. Rebel loss unknown.

From the New Orleans Fleet

The following letter is from William Sells, addressed to his father, the Secretary of State. – It gives us pleasure to publish it:

U. S. STEAMER MIAMI,
MOUTH MISSISSIPPI RIVER, April 6, ’62.

DEAR FATHER: – I have heard nothing from home since I left Baltimore, which was last of February. I have written you several letters since, one from Port Royal, one from Key West, and one from Ship Island. The great battle has not yet taken place, but will, quite soon, as the vessels are nearly all here. It may take place in the next 10 days, or sooner. Gen. Butler has landed some of his troops (about 6,000) at Biloxi, but for what purpose I cannot tell. The general impression here, is, that this will not only be the greatest battle of the war, but the greatest naval engagement on record. The Forts mount about 400 guns. Fort Jackson, the first, has two tiers of casemated guns, and one of barbette guns. One half mile above Fort Jackson is Fort Phillipi [sic], with one tier of guns.

Just below Fort Jackson there is an immense chain across the river buoyed on six schooners filled with wood so they cannot be sunk. At each end of the chain is a land battery but the worst place is above the chain at Englishtown. There they raked us four times; but land batteries are easily shelled out. But to take these place we are amply prepared, I think. There are some in the fleet that think we will be whipped; but I have no such thoughts. I think the men that have charge of the expedition, know their business. We have 21 bomb schooners, each carrying a 13-inch mortar, and will throw a shell three miles, and are very accurate and desperate. The shell contains 7 pounds of powder in addition, we will have about 30 war steamers, some of our best sloops and gunboats, including the Mississippi, Pensacola, Richmond, Hartford, Iroquois, Brooklyn, Harriet Lane, &c., including four New York ferry boats with immense power to tow schooners. – We have now two 9-inch guns, one rifle, four 24-puonders, and the best gunners in the fleet. For a while we did not practice much; but of late, the captain has taken hold personally.

We are to have for the fight, four more 6-inch guns from the frigate Colorado. She can’t get over the bar. Also 80 more men, which will give us a crew of 200 men. But we expect to come out of the fight with much less. All the large vessels carry a twelve pound howitzer “in the top” of each mast. They expect to go within three hundred yards of the forts and drive the gunners from their guns.

The captain of the Colorado, as he can’t get his vessel in, has volunteered to cut the chain. I have volunteered to take charge of our powder division, which is 30 men. They are also pikemen and boarders, and here, each man leads his men. –{Des Moines Register.

From the Gulf

WASINGTON, April 29. – By the steamer Connecticut, the Navy Department received despatches from Com. Faragat [sic] and Capt. Porter to April [22].

The steamers Pembina and Mississippi were over the bar, and the flotilla were moving to take their position.

Two Confederate schooners loaded with cotton, bound for Havanna [sic], were captured in attempting to run the blockade.

Prisoners report that there were several gunboats building at New Orleans, and five were already on lake Ponchartrain. Several lately went up the river with the steam ram and ten thousand men.

The schooner Columbia, of Galvaston, landed with cotton and bound for Jamaica was captured by a party from the steamer Montgomery. – Not being able to bring her out, the schooner was destroyed.

On April 4th, an expedition en rout for Pass Christian, consisting of the steamers New London, Jackson and Lewis, with troops, were attacked by the Rebel schooners Oregon, Pamlico and Carondelet. After a fight of 30 minutes the Lewis was withdrawn, owning to the crowded state of her decks. The others continued the fight one hour and forty minutes, when the enemy withdrew, apparently much injured. The expedition then landed at Pass Christian.

The Rebel merchant schooner, Wallace, laden with turpentine, rosin and lime, was chased and captured.
